Hillsborough County commissioners voted 7-0 Wednesday to advance proposed rate increases for non-consensual tows, citing rising operating costs reported by towing companies.

The proposed changes would affect vehicles towed at law enforcement’s direction or removed from private property. The increases are not yet in effect; the county attorney’s office will return with a resolution implementing the updated rates.

Towing industry representatives told commissioners that fuel, labor, insurance and equipment expenses have climbed significantly since rates were last adjusted in 2023. Justin Heller, a regional representative for the Professional Wrecker Operators of Florida, said operating costs have increased more than 40% in recent years. He noted that a tow truck costing approximately $72,000 in 2019 now costs about $140,000.

The proposal also includes a conditional $25 fuel surcharge to help offset rising diesel prices.

Commissioners emphasized the need to balance industry costs with consumer protections, particularly because vehicle owners do not choose non-consensual tows.

The proposed rates will take effect only after commissioners approve the implementing resolution.
