Kansas City Enacts ‘Driving Bill of Rights’
Kansas City, Missouri, has approved a sweeping towing ordinance aimed at protecting drivers from predatory practices. Passed on September 11, the measure introduces a “Driving Bill of Rights” that must be provided to vehicle owners and sets strict new rules for tow operators.
Violators face fines of up to $500, potential jail time, and even impoundment of their tow trucks. Tow companies are now required to file price lists with the Kansas City Police Department, with fees capped according to distance, weight, and other factors. Drivers must be shown the list upon request.
The ordinance also regulates towing from private property, accident scenes, and abandoned vehicles. Companies must notify police of towed vehicles and upload details to the city’s database within 24 hours. Uninvited tow trucks at crash sites are prohibited unless providing emergency aid.
