Hawaii Expands Slow Down, Move Over Law

A new Hawaii law expands “Slow Down, Move Over” protections to all stationary vehicles stopped along the roadside.

Act 95, which took effect this year, requires drivers to slow to a reasonable and prudent speed and, when safe and possible, move into an adjacent lane when passing a stopped vehicle. The law applies to emergency responders, tow truck operators, stranded motorists and others experiencing vehicle trouble.

If changing lanes is not safe or possible, drivers must continue at a safe, reasonable speed and stop only when necessary to avoid a collision.

State officials highlighted the expanded law Tuesday at the Hawaii State Capitol, emphasizing the dangers faced by people working or standing near traffic.

The law was inspired in part by the death of Corey Iodice, a Connecticut tow truck operator who was struck and killed by an impaired driver while assisting a stranded motorist.

Officials say the message is simple: Slow down, move over and protect everyone working or stopped along Hawaii’s roads.
