Fake Tow Truck Addresses Could Cost Companies Licenses

A new Illinois law aims to protect drivers and collision repair shops from predatory towing practices. Signed by Gov. J.B. Pritzker in August, Senate Bill 2040 requires tow companies to disclose their primary business address and all storage locations, and to update the Illinois Commerce Commission with any changes. Companies caught using false or unauthorized addresses risk losing their towing authorization, known as a commercial vehicle safety relocator registration.

The measure also allows denial or revocation of registrations if undisclosed individuals are found operating a company. Revoked operators must wait up to three years before reapplying. Beginning July 2026, registrations may also be suspended if fines from the Commerce Commission go unpaid.

Beth Seberger, president of the Alliance of Automotive Service Providers of Illinois, said the law builds on a Chicago ordinance targeting rogue operators who seize vehicles under false pretenses and charge owners thousands in fees. She noted her own shop has seen inflated towing bills exceed $12,000, leaving customers and insurers powerless.
