Arizona Towing Industry Wins Legislative Seat

Arizona’s towing industry will have a direct voice in shaping the future of public property towing and impound practices following the passage and signing of SB 1366.

Sponsored by Sen. David Gowan and supported by the Tow Operators Safety Coalition of Arizona (TOSC-AZ), the legislation establishes the Public Property Towing and Impound Practices Study Committee.

The committee will examine Department of Public Safety towing programs, operational standards, insurance requirements, rates and fees, and other issues affecting towing operators. It will include representatives from both urban and rural towing operations.

The committee’s findings and recommendations will be submitted to the Legislature before the 2027 legislative session and are expected to provide a foundation for future legislation.

TOSC-AZ credited months of engagement with lawmakers, public safety officials and industry stakeholders for helping advance the measure.

“This legislation ensures the towing industry has a seat at the table,” said Pete Colantoni of TOSC-AZ, adding that the group looks forward to developing policies that improve safety for motorists, public safety personnel and tow operators.
